Should the Internet Be Shut Down?

If you’re like me you respond with a resounding “No Way!”. Apparently some federally funded researchers want to shut it down and start over. Their reasons are even more disturbing, “at the moment there are loopholes in the system whereby users cannot be tracked and traced all the time.”
